Once, an old man with whom i use to play chess from time to time, told me that true sovereignty — for an individ, as well as for a government — does not consist in making promises, but in being able to guarantee what he has said he would do. If he is not able to do so, then after a while all his speeches become vain, and he won’t be trusted anymore. (But eventually, he can manifest his good intention, showing that he lost a battle but never lost sight of the war, and act consequently.)
